The Community and Disability Services Ministers' Conference (CDSMC) and its Community & Disability Services Ministers' Advisory Council (CDSMAC)

The Health, Ageing, Community and Disability Services Ministerial Council (HACDSMC) is established under the authority of the Council of Australian Governments (COAG) and comprises the following forums:

 

Community and Disability Services Ministers' Conference (CDSMC)
- Community & Disability Services Ministers' Advisory Council (CDSMAC)

 

Australian Health Ministers' Conference (AHMC)
- Australian Health Ministers' Advisory Council (AHMAC)

Ministerial Conference on Ageing (MCA)
- Ministerial Advisory Council on Ageing (MACA)


This internet site has been established to facilitate the work of Members of the Community and Disability Services  Ministers' Conference (CDSMC) and the Community & Disability Services Ministers' Advisory Council (CDSMAC) and as from September 2008, Members of the Ministerial Conference on Ageing (MCA) and the Ministerial Advisory Council on Ageing (MACA). 

Access beyond this screen, is available only to Members of these forums and authorised staff of the relevant Departments.

COMMUNITY & DISABILITY SERVICES MINISTERS' CONFERENCE Membership
Australian Government, State and Territory Governments and New Zealand Government Ministers with direct responsibility for family, community, disability, youth, children, ageing and social welfare are Members of CDSMC.  The relevant Minister in Papua New Guinea attends as an observer.

Role / Objectives
The role and objectives of the CDSMC are to:

·       Provide a forum for Australian Government, State and Territory Governments and the Government of New Zealand to discuss matters of mutual interest concerning Community, family and disability services policy and programs.

·       Promote a consistent and co-ordinated national approach to community, family and disability policy development and program implementation; and

·       Consider matters reported to the Conference by the Community & Disability Services Ministers’ Advisory Council.

Chairing
The Chair of CDSMC rotates annually amongst the State and Territory Members of the Conference.

Decision Making
The Conference does not have statutory powers.  Decisions of the CDSMC are reached on the basis of consensus only.

 


COMMUNITY & DISABILITY SERVICES MINISTERS' ADVISORY COUNCIL

Membership
CDSMAC membership comprises the Head (plus one other senior officer) of each of the Australian Government, State and Territory Governments and New Zealand Government Departments or Authorities which have responsibility for community, family, disability, youth, children, ageing and social welfare matters.


The following people may attend CDSMAC as Observers:

·        The Director of the Australian Institute of Health and Welfare; and

·        The Chief Executive of the relevant Department / Authority in Papua New Guinea.

Terms of Reference
The Community & Disability Services Ministers' Advisory Council (CDSMAC) charter is to provide effective and efficient support to the Community and Disability Services Ministers' Conference (CDSMC) by:

·        Promptly implementing the decisions of CDSMC

·      Providing strategic advice to ensure CDSMC is well informed in relation to its agenda, decision making and in relation to emerging issues of priority, particularly where a nationally coordinated approach to management of such issues would be of benefit; and

·        Working collaboratively across jurisdictions and in association with other Ministerial Councils and the Council of Australian Governments on policy and service delivery development initiatives of national, international and common interest. 

Decision making
Decisions are made by CDSMAC on the same basis as for the Community and Disability Services Ministers' Conference.  CDSMAC does not have statutory powers and decisions are reached on the basis of consensus.

Chair
The Council elects a Chair and a Deputy Chair and one other Member who, along with the Australian Government Member, operate as an Executive Committee of four to CDSMAC.

The term for the Chair and Deputy Chair is usually for a two-year period.
